Does anyone know of companies that will sell Tempest
shielding to a private citizen, and if so; what regulations
and licensing are required to own this equipment.

I believe that InterPact, a company operated by Winn Schwartau that
also publishes the "Security Insider Report", does this type of work,
They're in Houston, I think.
