The Fast to Encrypt Decrypt....

Hey..
 By the way anyone can advice me the Encryption/Decryption Algorythm, which
 would give chip. text with different size, related to solt value or
 something..  i mean some function like size_of_Encrypted_file=H(solt)?

PS: better if it 'd be reversed algorythm..
