Probably to make money. Paul does do this for a living. Even
if he hasn't cracked it, the ZIP protection mechanism is propreitary
and exportable.

Proving a crack with revealing how is trivial.
Someone sends Paul cyphertext; he returns clear.
Proving the opposite without posting the code is a joke.
