I don't know what you mean by "When is X-Day supposed to be?"
The quote is self-explanatory. August 29th, 1997, yesterday, was the date
in the quote.
Where is this "X-Day" in the section you quoted?

"X-day", in the credo of the Church of the Subgenuis, is
